Overview The Port of San Diego is currently going through a class and compensation study. The job title and job duties are subject to change.
GENERAL PURPOSE
Under general supervision, patrols District tideland properties in a vehicle, other mobility device, and on foot to enforce parking, park, entertainer and vending regulations; performs community service functions related to vehicular traffic. Issues citations to vehicles parked in violation of state, municipal and District parking regulations; controls and regulates vehicular and pedestrian traffic at District facilities, accidents and special events, parks, promenades and open spaces; issues citations for park permit and vending code violations, and performs related duties as assigned.
Note: This position is non-sworn and focuses on traffic enforcement, parking control, and monitoring of parks/open spaces to enforce permit codes and guidelines, with independent judgment required for assignments.
Essential Duties And Responsibilities The following statements describe the general nature and level of work performed by people assigned to this classification. They are not intended to be exhaustive.
Patrols the District’s jurisdictional areas and properties to enforce parking laws and regulations; issues citations and maintains records.
Enforces vehicle abatement and towing regulations; stores/impounds vehicles in no parking zones; impounds vehicles abandoned on streets, parking lots and District properties per policies.
Performs traffic-control duties at accidents, cruise ship terminals and special events; assists passengers and pedestrians; assists security with vehicle inspections at cruise ship terminal.
Coordinates activities with neighboring jurisdictions and other departments.
Participates in traffic and crowd-control plan development for special events and reviews private-party traffic plans.
Enforces laws and regulations governing operation of transportation vehicles at the cruise ship terminal and other District properties.
Prepares reports (accident/incident, vehicle impound, citation, etc.).
Assists Harbor Police Officers and other law-enforcement personnel at incidents.
Responds to public inquiries and provides directions in a customer-friendly manner.
Patrols parks, promenades and open spaces to enforce laws/regulations; issues citations and maintains records.
Exercises responsive customer service in interactions with the public, other municipalities, and departments.
May testify in court proceedings as required.
Knowledge, Skills And Abilities Knowledge of:
State, municipal and District laws regulating vehicle parking and transportation services.
Regulations governing special events, park permits, and use of District parks and spaces.
District park locations and permit processes.
San Diego County geography and major tourist attractions.
Recordkeeping, reporting, basic arithmetic, safety practices, customer service, traffic control techniques, and use of barricades/cones.
Ability To:
Operate a vehicle safely in traffic.
Prepare clear written reports and communicate effectively with the public.
Read and comprehend laws, ordinances, codes and procedures; follow oral and written instructions.
Apply proper and effective traffic control techniques; work rotating shifts, weekends and holidays.
Operate computers and basic software.
Minimum Requirements Education, Training and Experience: Graduation from high school or GED equivalent, and one year of work experience involving public contact that requires tact and diplomacy. Time served as a District Intern may count toward experience.
Licenses; Certificates; Special Requirements: A current, valid California Class C driver's license at time of appointment and maintained thereafter. Must pass background investigation (including police records, history checks, polygraph, and references), pre-employment physical, psychological examination, and drug screen. Upon employment, must be able to pass background checks to obtain Transportation Worker Identification Credential (TWIC) and complete POST PC 832 Arrest course.

Placement On Eligible List The Department of Human Resources may limit the number of qualified applicants in the assessment process. Qualified applicants will be placed on an eligible list for a minimum of 90 days or up to one year, per policy.
